ez-toc-heading-23" href="https://www.mantechpublications.com/blog/naac-financial-resources-attribute/#External_Resources" >External Resources

Money decides how well a college can teach, research and grow. NAAC knows this. Under the new framework, finance has its own scoring block. It is called the NAAC Financial Resources attribute. However, many institutions still treat it as a back-office topic.

That is a real risk, because the new system is digital. It checks your numbers against government databases. As a result, weak accounts records can now cost real marks.

This guide explains what the attribute measures, how it links to governance, and how to build audit trails that hold up under review. It is written for principals, IQAC coordinators, registrars and finance officers. Therefore, if you are new to the framework, start with our overview of the new NAAC accreditation system.

What Is the NAAC Financial Resources Attribute?

The new framework scores institutions on ten attributes. They fall into three groups: input, process and outcome. Financial Resources and Management is Attribute 4. It sits in the input group, along with Curriculum Design, Faculty Resources and Infrastructure. Our guide to the 10 attributes of the new NAAC framework lists all of them.

In the old system, finance was a small part of Criterion 6. It was judged under Key Indicator 6.4, Financial Management and Resource Mobilization. Now, however, finance has a separate block. As a result, it is easier to see and easier to score.

Reports on the framework say the input attributes carry about 25% of the total weight. Process and outcome attributes carry the rest. Therefore, finance alone is not the biggest block. Still, it feeds many others. A college without funds cannot buy books, repair labs or keep good faculty. Because of this, some colleges fail in NAAC even after good work.

A note on sources: the metric details in this guide come from the draft metrics that NAAC shared with stakeholders in 2024. Since final manuals have been released in phases, always confirm the latest wording on naac.gov.in before you finalise your data.

The Six Metrics Inside the Attribute

The draft university framework lists six metrics under Attribute 4. College versions may use different wording. The logic stays the same.

Capital and Revenue Income (Metrics 4.1 and 4.2)

Capital income is money for long-term assets. Examples are government grants, management contributions, loans and endowments. Revenue income is regular money. It includes fees, research grants, salary grants, alumni gifts, consultancy and scholarships.

The key question is the mix. For example, does your college depend on one source, such as tuition? Or do you earn from many sources? In general, a broad income base shows stability.

Capital and Revenue Expenditure (Metrics 4.3 and 4.4)

Capital expenditure covers buildings, labs, libraries, hostels and other academic infrastructure. Revenue expenditure covers salaries, maintenance, administration, scholarships, electricity, transport, career guidance, skilling and student activities.

Reviewers look at the pattern. For example, is spending balanced? Does it also match your stated priorities? For instance, a college that says it values research but spends nothing on it will struggle to explain itself.

Sustainability and Growth (Metric 4.5)

This metric asks about strategy. First, have you built a corpus fund? Second, do you invest surplus money wisely? Third, do you have plans to raise capital and revenue income? Finally, is budgeting decentralised, so departments plan their own needs?

In most cases, a written financial sustainability plan answers these questions. However, many colleges have the numbers but no plan. Therefore, fix that first.

Financial Controls and Risk Management (Metric 4.6)

Finally, the last metric checks your safety net. It asks about internal audits, external or statutory audits and risk management. This is where audit trails matter most, so we cover them in detail below.

How Finance Shapes Your Infrastructure Score

The Infrastructure attribute and the finance attribute are closely linked. In other words, spending data from Attribute 4 explains what a reviewer sees in Attribute 3.

Take learning resources. The draft Infrastructure metric looks at average spending on books, e-books, consortia memberships and digital resources over three years. Steady library spending in your budget gives your infrastructure story proof. In contrast, gaps in spending will be noticed.

Likewise, research resources work the same way. The draft asks about e-journals, discipline databases, plagiarism software and licensed statistical tools. These cost money every year. Therefore, plan them in your annual budget instead of at the last minute.

Smart colleges plan this early. Our guide on affordable college journal subscription strategies shows how tier-3 institutes can keep library spending steady. Also, if you need peer-reviewed titles, journal subscription services from Mantech Publications can fit into a planned budget.

Similarly, capital spending on classrooms, labs and IT needs a plan. Show that each big purchase came from a need, a sanction and a record. That chain turns spending into evidence.

A Simple Example

Imagine a college with a strong library on paper. Its infrastructure data shows a large book collection. However, its accounts show almost no spending on books in two of the last three years. In that case, a reviewer will ask how the collection grew. Without donation records or purchase proof, the claim looks weak. Now imagine the same college with yearly budget lines, purchase orders and library stock entries. As a result, the story is the same but the proof is strong. This is an illustration, not a real case. It shows why the two attributes must agree.

Governance and Administration: The Attribute That Backs Up Finance

However, finance does not work alone. Governance and Administration is Attribute 7, in the process group. It shows how decisions are made and recorded. Several draft metrics touch finance directly:

Institutional Development Plan: your plan needs clear goals and milestones, and your budget should match them.

e-Governance: the draft includes finance and accounts through digital systems, along with admissions, exams and complaint handling.

Quality assurance system: a working IQAC that runs academic and administrative audits and uses data to improve.

Effective leadership: stakeholder representation, delegation of powers and layered approval.

Notice the pattern. In fact, a budget is not just a spreadsheet. It is a decision that passes through levels. Therefore, governing body minutes, finance committee minutes and delegation orders prove that process. To see how a strong IQAC supports this, read the role of IQAC in the NAAC accreditation process. For setup help, BGC offers IQAC services for colleges.

Resource Management Practices That Score Well

Good resource management is simple to describe. However, it is harder to practise every day. Overall, these four habits make the biggest difference.

Link Every Budget Line to the Development Plan

First, write the plan. After that, show how each major head supports it. As a result, a reviewer sees a clear line from vision to money.

Decentralise With Control

First, let departments propose budgets. Next, let a finance committee review them. Finally, let the governing body approve them. Throughout, keep minutes at each step.

Track Utilisation, Not Just Allocation

Allocation shows intent, while utilisation shows delivery. Therefore, keep quarterly reports that compare planned and actual spending. Also record the reason for any gap.

Digitise Your Accounts

First, use accounting software with user roles. Then store scanned vouchers, bills and approvals in a structured folder. In addition, this supports the e-governance metric.

Who Owns What in Your Finance Evidence

In fact, accreditation fails when everyone assumes someone else is responsible. Therefore, assign clear owners for each part of the attribute.

Accounts officer: ledgers, vouchers, audited statements and utilisation certificates.

Principal or director: sustainability plan, corpus policy and fund mobilisation strategy.

IQAC coordinator: cross-checking figures with the AQAR and keeping the evidence index current.

Heads of departments: departmental budget proposals and purchase records.

Governing body or management: approval minutes, delegation orders and audit follow-up.

First, write these roles in a short responsibility matrix. Anyone should be able to follow it without asking you for help.

The new assessment is digital. For example, institutional claims are cross-checked against national databases such as AISHE and NIRF. As a result, a mismatch can be flagged automatically. Therefore, your finance figures must agree across your AQAR, AISHE entries, NIRF data and audited statements.

The Spend-to-Audit Chain

Use this simple chain for every major expense:

Stage

Evidence to keep

Need

Department request or development plan reference

Approval

Finance committee and governing body minutes

Purchase

Quotations, comparative statement, purchase order

Payment

Bills, vouchers, bank records

Utilisation

Stock register, asset entry, utilisation certificate

Review

Internal audit note and action taken report

Next, add your last five years of audited statements. Also add internal and external audit reports. Then write a short note on how each audit objection was settled. Finally, save every file with a clear name and date.

For this purpose, a digital evidence repository keeps all of this organised for every department. In addition, a documentation audit can find missing links before a reviewer does. Do not forget your website, because public disclosures matter too. Therefore, follow this NAAC website compliance checklist.

Common Mistakes to Avoid

Treating finance as a once-a-year task, for example only before the SSR.

Showing one figure in the AQAR while the audited statement shows another.

Having no written sustainability plan or corpus policy.

Missing minutes for budget approval.

Keeping no record of how audit objections were settled.

Storing all finance proof on one person’s computer.

In addition, clear presentation matters. For example, our NAAC SSR report writing guide shows how to present data so reviewers can follow it.

A 90-Day Action Plan

Days 1 to 15: First, list all income and expenditure heads for the last five years. In such cases, outside help adds value. Bhavya Gyan Consultants (BGC) helps institutions structure evidence across all attributes. Their criteria-wise documentation support maps your records to each metric. In addition, the team supports readiness work from first audit to final preparation.

Want a gap analysis of your finance and governance files?

Request a documentation audit from BGC

Training helps too, because finance staff and IQAC members both gain from a shared view of quality processes. For this reason, the Professional Certificate Course in IQAC Management and NAAC Preparedness from Bhavya Gyan Academy is a useful next step.

Planning your accreditation journey?

Explore BGC’s NAAC accreditation consultancy services

Conclusion

The NAAC Financial Resources attribute rewards colleges that plan, record and review. Strong income and sensible spending help. However, clean audit trails help more. Moreover, when you pair them with solid governance records, your finance story becomes easy to verify.

First, start with five years of matched data.
